Each domain contains indicators; each indicator contains activities and evidence. Indicator achievement determines domain performance, and weighted domain performance determines the overall annual achievement.

How the ecosystem is governed

Portfolio registry
Every website and system is registered as a governed domain with owner, lifecycle, visibility and integration state.
Controlled access
Deny by default. Access is granted by explicit role, domain scope and approval, with a full audit trail.
Performance engine
Indicators, activities and weights roll up into domain scores and one annual portfolio result.
Evidence discipline
Achievement is claimed only when evidence is submitted, verified and recorded with history.
